Prof. Borliang Chen, department of civil and disaster prevention engineering, National united university, Taiwan
Dr. Borliang Chen is associate professor of the Department of Civil and Disaster Prevention Engineering of National United University at Maoli County in Taiwan. Currently, he is the director of Disaster Mitigation Research Center in the university. Dr. Chen was born in 1961 and has double doctorates both in civil engineering and in business and management. He earned his first Ph. D. in civil engineering at the University of Massachusetts at Amherst, USA in 1991. He pursued his second Ph. D. in business and management at the National Chao Tong University at Taiwan in 2015. He had been involved in Taiwan high speed project, a build-operate-transfer (BOT) project with project value over 15 billion US dollars in 1994. He worked as a section chief in the engineering department of the Provisional office of Taiwan High Speed project, an agent of Ministry of transportation and communication of Taiwan government, from 1991 to 1995. He was in charged for financial analysis and risk analysis of the Taiwan high speed project in his service for the agent. He had ample experience in the project management and risk analysis of BOT projects. Currently, Dr. Chen focuses his research interests mainly on issues of project financial analysis and project risk management. He has published academic papers on project financial analysis and project risk analysis.
